EBR and XBOW could use a bit more headshot multi or less resistance to have and edge on other perks/weapons when it comes to speed. rack em going down with time is quite bad for slow weapons, works on gunslinger but not with SS. Xbow arrows are slow, very noticeable with ping. Xbow needs all the right skills to kill in 3 shots, change 1 and it becomes 4. EBR with the right skills is on par to worse than desert eagle for big zeds, with the wrong skills it does almost half damage. Ranger skill not working with LAR or EBR I agree with you, it's not bad, and there are ways, but you dont excel at much, there are faster or safer ways to kill big zeds. I don't think there needs to be a massive overhaul of the SS, but a change in the headshot damage or some sort of multiplier with the perk weapons could provide an effective, yet conservative change. With the relatively short lines of sight on official maps (which is what I mostly play), the sharpshooter doesn't have much of a specialty that sets it apart from a commando or gunslinger.

What I'm referring to is that Sharpshooter needs to bring something unique to the table. Look I totally agree with you, I'm a fan of the Xbow/EBR combo as well. I imagine it's even more of a cake walk on casual difficulty like suicidal or god forbid solo mode. If it doesn't die from the single crossbow bolt, kill it with the m14. For scrakes, shoot at it with the m14, when it closes in, fire one bolt to stun. Shoot one crossbow to stun, elbow drop it with m14, it'll die before you have to reload.

Wait for the fleshpound to be point blank. Make sure you have the 100% stun boost enabled, carry a crossbow.

Literally no trash will survive more than 2 hits when you have a full stack. Sirens will die in 2 hits with a full 5 stack rack. Use rack em up with the stand still 25% boost. Sharpshooter is the perk that rewards accuracy. Sharpshooter's headshot only damage multiplier is a good thing.
